SMSc UI - Manager User: The 'Manage Users' button does not appear when logged in after a failed login attempt.

Steps:

1. After successfully installing the build. Open the SMSc portal (http://yell-ec-mms1.ri.thesearchagency.com:8080/Customization/com.thesearchagency.mms.customization.gui.Application/Application.html#page-bpid in this case)

2. Enter the username correctly and a wrong password. An error is thrown.

3. Noe re-login with the correct password and observer:

Expected Behavior:

After successfully logging on the second attempt, the logged in page should have all the option buttons intact

Actual Behavior:

After successfully logging on the second attempt, the 'Manage Users' button does not show up in the logged page.
