Description
Deleted Bing adverts' commonCarryover should be included in the Bing carryover total before comparison to the dam limit. This is similar to how normal sloshing is done.
If one Bing advert overspends by 10 and one underspends by 10 and then the overspending advert is deleted, we still want the sum of the commonCarryover to = 0 (-10 + 10). If we ignore the deleted advert, then it would appear that we have a carryover of 10 and can spend that amount again!
