Bidding code was not checking "budget increasing" correctly resulting in incorrect bid adjustments

When the following conditions are true:

Average position > bounce position

Spend to budget ratio (SBR) > 90%

... the bid adjustments were 0.00 when they should have been -0.05 (and vice versa)
