Cancel adverts sent in Deploy Request are not ignored and errors out

Yell ESB always sends all the related adverts in deployCampaign request. This also includes cancelled campaigns. In few instances, some of the cancelled campaigns now have Invalid Business function / Service Area ID and this leads to deployment failure. We should validate incoming cancel adverts and if they are already canceled in our side, ignore any other validation. this would ensure the requests go through successfully.
