DMS responds with wrong estimates for a Coverage Area with multiple Regions when on of the Region's estimate is expired in cache.

            Description

            Demand Map Service does not hit GOOGLE Search Engine API for a Coverage Area which spans multiple Regions, if one of those Regions is stale at cache. The estimates retrieved are only based on the Region which is fresh in cache.

            For example - 1061 (Belfast Area) spans 1039 (Northern Ireland Region) and 1041 (Wales). When one of these Regions is stale, say 1039, the estimate is only based on 1041, whereas it should have hit the GOOGLE API for 1039.
