Not able to update the Adextension(Location & call) on redeployment

While updating address/phone number with invalid values then it throws exception. When retried to update with valid address/phone number then also its throwing an exception.

Steps to replicate

Step 1: Deploy a campaign with valid address & phone number.
Step 2: Redeploy campaign by giving invalid address / phone number then getting an error while creating Call & Location extension.(Expected)
Step 3: Then try to redeploy campaign by giving valid address / phone number.

Actual behavior: Throws exception even when updated with valid address/phone number

Expected behavior: Adwords & database should get updated with valid address/phone number.
