Not writing redirect rule in .htaccess for cancelled line Item

When a line item is cancelled then redirection rule is not written in .htaccess file.

Steps to reproduce

Step1: Deploy a site gen request with two line item with following details

LineItem1
BFID: 1000002152
SAID: 175 Primary Location

LineItem2
BFID: 1000002152
SAID: 733

Note: .htaccess is blank

Step2: Redeploy above site gen request by sending cancel request for lineitem1

Step3: Check the .htaccess file.

Actual Result:
Not writing redirection rule in .htaccess

Expected Result:
Should write redirection rule for cancelled line item.

Note : Verified with production build its working as expected.
