Description
Global Radii has been broken for a while, I found the following two issues and now it's working fine.
1. Query that retrieves proximity targets was broken.
2. CriterionID for each proximity target wasn't populating.

Test Notes:
1. Following the Wiki to trigger global-radii update, please run it in the test env for campaigns with coverage_areas.
2. Following the Wiki to trigger global-radii update, please run it in the test env for campaigns without coverage_areas.
3. Make sure deployments and redeployments are going through.
4. Make sure individual radii update is working fine. Please verify radius from gce_campaignProximityTargetMap table.
