Description
When we cancel bing campaign then pending changes are not cleared.
Steps to reproduce.
1. Deploy an account with bing line item.
2. Redeploy with CANCEL status.
3. Check the following query
select * from bce_textAdPendingChange;
Expected Result: Should delete the pending changes.
Actual Result: Not deleting the pending changes.
