Description
When we redeploy a BING account created with 1047 serviceareaID then deployment FAILS.
Attached full trace log, please find the attachment.
Step to reproduce
1. Create a BING account with 1047 as a serviceAreaID.
2. Account deployed successfully.
3. Redeploy the account.
Actual behavior: Redeployment FAILS
Expected behavior: Redeployment should be SUCCEED
NOTE: In production build redeployment is working fine.
