Textads are recreating on redeployment

When we redeploy the account then it deleting existing text ads and re creating new text ads.

Steps to reproduce

Step 1: Deploy an account.
Step 2: Redeploy the account.
Step 3: Tail the listener log.

Actual result: On redeployment its recreating new text ads.

Expected result: It should not deleted current text ads.
