Ad extension are creating for old inactive accounts

Ad-Extensions are creating irrespective of the status of the campaign. The campaigns which are old and are now in deleted state on redeployment the Ad-Extensions are creating.

Steps to reproduce.

Scenario 1
Step 1: Redeploy an old inactive account(Created before call extension feature) by adding a new line item.

Scenario 2
Step 1: Create an account without Ad Extension
Step 2: Cancel the campaign.
Step 3: Enable the call extension & Add a new line item and redeploy.

Expected result : It should not create Ad Extension for deleted campaigns.

Actual result: It's creating Ad Extension for deleted campaigns.
