Description
Upgrade API services in Hibu PPC platform (excluding Location extensions as there is a separate ticket YELL-970 ) to AdWords v201406

Changes:
1)Update the OAuth scope (http://googleadsdeveloper.blogspot.com/2014/07/new-oauth-20-scope-for-adwords-api.html)
v1.30+ of the client libraries has the new OAuth scope.
2)DMS: Update client libraries to v1.31.0.
The TrafficEstimatorService response now omits derived fields in estimates if the denominator is zero, whereas before 0 was returned.
