A subscriber user should be able to view the Deployment Date on an order (historical)

This is the INITIAL Deployment date (Actual is preferred but after processed is fine) not reflect any re-deployment dates

deployment date will display on first warning or deployed state... not on error state

deployment date will also display on the Order csv file.

users will want to know when an order was deployed while viewing among the list of Orders in History. Unfortunately, the Last Modified date cannot be used for the Deployed order because if a new Order is Deployed, the previous order state is changed to Archived and the system will update the Last Modified date.

no migration requirement for this.

So to overcome this, without changing implementation of Last Modified date(which apparently is a big hassle), we will add a new field to the meta data: Deployed (date) and Deployed By (user)
