Upon retrieving google location targets, make use of googleLocationTargetMap table

The current implementation for retrieving google location targets for BLs is by searching for where the descriptions match. It would be ideal to make use of the mms_common.googleLocationTargetMap in case our taxonomy and google locations are ever out of sync (ie. taxonomy has '日本' and google locations has 'Japan')

This should be updated in BusinessLocationServiceBD.getGoogleLocationTarget()
