Google targets should be retrieved using the googleLocationTargetMap

Google location targets are currently retrieved by matching the location description to the google target description. This could provide misleading information. There are 3 locations currently with the description "Australia Capital Territory". All of these would match the google target description even though only one is designated as using that target.

We should implement a call in BLS that takes a location ID and returns a google target as specified by the googleLocationTargetMap.
