PolicyViolationError is observed in listener while redeploying an order with valid inputs.

Steps:
1. Log in to reseller UI.
1. Create merchant by Entering merchant name and other valid inputs.
3. Click on Create a order and edit the ads by updating the fields with special characters and deploy the order.
4. “PolicyViolationError” is observed in listener(listener_1stcase_log) and the ad having special characters is rejected by Google(ad is not created in Google Ad words) and a mail is received from AML+Admin@thesearchagency.com.
4. Redeploy the order by making the fields of Edits Ads correct.

Actual

“PolicyViolationError” is observed in listener(listener_2nd_case_log) and a mail is received from AML+Admin@thesearchagency.com.All the ads are created also in Google Ad words .

Expected

The order should be deployed successfully with out any “PolicyViolationError” in listener .
