Subscriber user can Schedule End Contract to pause all SE campaigns in the order - Stop Spending

For a new order, Quote, or Scheduled order, user can schedule "End Date" and select the STOP SPENDING option to pause all SE campaigns associated with the order.

When the user wants to set an End Date with the merchant, by definition, the Budget stops Accruing.

This story is focused on the user being able to Schedule End Date and STOP SPENDING while keeping the Budget Carryover Balance.

User can track the history of this change (who and when) just like any other order change.

As with any Scheduled End Date functionality, this order can be modified before the end date to remove or modify the End Date request
