Subscriber user can End Contract immediately to pause all SE campaigns in the order - Stop Spending

From an Active (Deployed) order, subscriber user can click the "End Contract" button and select the option to "Stop Spending" - which pauses all SE campaigns associated with the order. After the order is processed, the Order Status is set to PAUSED.

When the user clicks the "End Contract" button for the merchant order, by definition, the Budget stops Accruing

This story is focused on the user being able to immediately pause the campaigns as part of ending a contract while Carryover remains.

User can track the history of this change (who and when) just like any other order change.
