Tech Ops user can display and configure bidding parameters by merchant (based on request from AML partner support)

            Description

            Bidding parameters such as default CR, default target CPA and max target CPA can be configured by merchant.

            Other parameters may also be needed once the exact algorithm is determined.

            These parameters (or possible a subset) will need to be settable in the UI.
