Tech Ops user can configure bidding parameters by BA for algo to use (based on content/analytics team)

            Description

            Bidding parameters such as default CR, default target CPA and max target CPA can be configured by BA for a given reseller/stack .

            Includes mechanism to load the parameters and for algo to use.

            Bidding parameters shall be configurable by BA. All stacks within a region will use the same BA settings.

            Implementation could be update to taxonomy file but others are being considered
