Tech ops user can configure bidding parameters by BA and by Network

            Description

            Bidding parameters should be configurable by BA within a stack (or perhaps across all stacks within a region if possible)... but this also need to be separated by network. For example, Plumbers BA may have separate bidding parameters on Google than Bing.

            Parameters include:
            Default Bid, MaxBid, MinBid, BounceBidAdjustment, maxLow/HighSpendBudgetBidAdjustment, defaultBidAdjustment, BidAdjustmentThreshold
