To increase data set for bid algorithm, we will need to aggregate data across merchants with same BA.

specific data includes Target CPA, Conv Rate, Leads, Cost/Lead, etc.

Unlikely to aggregate by BA+Location which would considerably reduce the data set. Knowing which keywords would be helpful regardless of the actual bid amounts particular to the location.

TSA analysts can use this data to propose bidding parameters if required to be set manually or set expectations for customers
