On some occasions fetching of distribution properties fails resulting in deployment issues

On some occasions during account redeployment we are unable to fetch the content editor properties for it and after 5 retries we get an exception “Failed to get distribution properties for <merchantuuid>”.

While we understand that we can have such scenarios and that’s the reason why we have retry mechanism built in, however we should do 2 things when all the 5 retries fail.

1. Send across an alert through send alarm script to alert Tech Ops of this failure
2. Make the order get stuck in either PROCESSING or ERROR state
